ေလေဘးဒုကၡသည္မ်ားအတြက္ ၿပည္ပေရာက္မ်ဳိးခ်စ္ၿမန္မာမ်ား (စကၤာပူ) မွ ၁၅.၅.၂၀၀၈ (ၾကႆပေတးေန႔) တြင္ စကၤာပူႏိုင္ငံရွိ အလွဴခံဌါနမ်ားမွ ေကာက္ခံရရွိေသာ ေငြေပါင္းမွာ S$ ၂၂၈၀.၀၀ တိတိ
ၿဖစ္ပါ သည္။

ျပည္ပေရာက္ ျမန္မာအေရးလႈပ္ရွားေနေသာ အဖြဲ႕အစည္းအသီးသီးက ျမစ္ဝကၽြန္းေပၚေဒသရွိ ေလေဘး ဒုကၡသည္မ်ားကို အျမန္ဆံုး ကယ္ဆယ္ျခင္း ျပဳရန္ ကမၻာ့ကုလသမဂၢ လံုၿခံဳေရးေကာင္စီ၏ အၿမဲတမ္း အဖြဲ႕ဝင္မ်ား ျဖစ္ၾကေသာ အေမရိကန္၊ ၿဗိတိန္ ႏွင့္ ျပင္သစ္ ႏိုင္ငံတို႔အား ေတာင္းဆိုလိုက္သည္။
ျမန္မာစစ္အစိုးရက ကုလသမဂၢ ကူညီေရး အဖြဲ႕မ်ားကို လက္ခံသည့္တိုင္ေအာင္ ထိေရာက္ေသာ ကယ္ဆယ္ေရးလုပ္ငန္း မ်ား လုပ္ေဆာင္ႏို္င္ျခင္း မရွိေသးသျဖင့္ ယခုကဲ့သို႔ အတိုက္အခံ အဖြဲ႕အစည္းမ်ားက ထပ္မံ ေတာင္းဆို လိုက္ရျခင္း ျဖစ္သည္။
“အခုအခ်ိန္က အလုပ္လုပ္ရမယ့္အခ်ိန္ပါ။ ခင္ဗ်ားတို႔မွာ ရဟတ္ယာဥ္ေတြ၊ သေဘၤာေတြနဲ႔ ကယ္ဆယ္ေရး ပစၥည္းေတြ အဆင္သင့္ရွိတယ္။ ျမန္မာစစ္အစိုးရနဲ႔ တ႐ုတ္အစိုးရရဲ႕ ခြင့္ျပဳခ်က္ကို ေစာင့္တဲ့ အလုပ္ ရပ္လိုက္ ပါေတာ့။ ခ်က္ခ်င္း အကူအညီေတြ ပို႔လႊတ္ေပးၾကပါ” ဟု အေမရိကန္ႏိုင္ငံအေျခစိုက္ ျမန္မာ့အေရး လႈပ္ရွားမႈ အဖြဲ႕ (USCB) ၏ ဒါ႐ိုက္တာ ဦးေအာင္ဒင္က အေမရိကန္ႏိုင္ငံ့ ေခါင္းေဆာင္မ်ားသို႔ လိပ္မူေပးပို႔သည့္ စာတြင္ ေရးသားထားသည္။
အလားတူ အျခားေသာ အဓိက ျမန္မာအတိုက္အခံအဖြဲ႔အစည္း တခုျဖစ္သည့္ အဂၤလန္ႏိုင္ငံအေျခစိုက္ ျမန္မာ့အေရး လႈပ္ရွားမႈအဖြဲ႔ (UKCB) သည္လည္း လာမည့္ စေနေန႔တြင္ အေမရိကန္သံ႐ံုး၊ ျပင္သစ္သံ႐ံုးႏွင့္ အဂၤလန္ႏိုင္ငံျခားေရး႐ံုးမ်ား ေရွ႕တြင္ ဆႏၵျပမည္ျဖစ္ေၾကာင္း ႏိႈးေဆာ္ထားသည္။
UKCB ၏ ဒါ႐ိုက္တာ မာ့ခ္ဖာမနာကလည္း “က်ေနာ္တို႔ အျဖစ္မွန္ကို ရင္ဆိုင္မွျဖစ္မယ္။ ခုလို အခ်ိန္ဆြဲေနရင္ တေန႔ထက္ တေန႔ လူေတြရဲ႕ အသက္ေတြ ဆံုး႐ႈံးကုန္ေတာ့မယ္။ အဂၤလန္၊ အေမရိကန္နဲ႔ ျပင္သစ္ ႏိုင္ငံရဲ႕ ကယ္ဆယ္ေရး သေဘၤာ ေတြက ပင္လယ္ဝထိ ေရာက္ေနၿပီ။ အစာငတ္၊ ေဆးမရွိလို႔ ဘယ္ေလာက္မွ မေဝးေတာ့တဲ့ ေနရာက ေထာင္ေပါင္းမ်ား စြာေသာ လူေတြ ေသကုန္တာကို ဒီတိုင္းထိုင္ၾကည့္ေနေတာ့ မွာလား” ဟု ေျပာသည္။
ျပည္ပေရာက္ ျမန္မာအတိုက္အခံ အဖြဲ႕အစည္း အသီးသီးက ေတာင္းဆိုစာမ်ားကို အေမရိကန္၊ ႏွင့္ ျပင္သစ္ႏိုင္ငံ သမၼတ မ်ားႏွင့္ အဂၤလန္ႏိုင္ငံ ဝန္ႀကီးခ်ဳပ္ထံသို႔ ေပးပို႔ ေနခ်ိန္တြင္ ယေန႔မွစ၍ သံုးရက္တိုင္တိုင္ အေမရိကန္ႏိုင္ငံ နယူးေယာက္ၿမိဳ႕ တြင္ သံဃာအဖြဲ႕တဖြဲ႕က ဒုကၡသည္မ်ား အတြက္ အစာငတ္ခံ ဆႏၵျပမည္ျဖစ္သည္။
ယမန္ေန႔ကလည္း ျမန္မာျပည္မွ သံဃာမ်ားကို ကိုယ္စားျပဳသည့္ သံဃာတပါးက ကုလသမဂၢ လံုၿခံဳေရးေကာင္စီ၏ အေထြေထြ အတြင္းေရးမႉးကို ျမန္မာႏိုင္ငံသို႔ အျမန္ဆံုး သြားေရာက္ကူညီပါရန္ ေမတၱာရပ္ခံ ေရးသားထားသည့္ စာမ်ားကို အေမရိကန္ ႏိုင္ငံတြင္ ျဖန္႔ေဝလွ်က္ရွိေၾကာင္း သိရသည္။“က်ဳပ္တို႔ ႏိုင္ငံသားေတြ ငတ္ေနတဲ့အခ်ိန္မွာ က်ဳပ္တို႔လည္း မစားေတာ့ဘူး။ UN က လူေတြငတ္ေနတာကို ထိုင္ၾကည့္ေန တယ္။ ကမၻာႀကီးတခုလံုးက ဘယ္လိုကူရမလဲ လို႔ ေစာင့္ေနတဲ့ အခ်ိန္မွာ စစ္အစိုးရကေတာ့ လွဴတဲ့ပစၥည္းေတြကို ခိုးေန တယ္” ဟု ကိုလံဘီယာ တကၠသိုလ္သို႔ ဧည့္ပါေမာကၡအျဖစ္ ေရာက္ရွိေနသူ ျမန္မာဘုန္းေတာ္ႀကီး တပါးက ေျပာသည္။

Un Chief Calls Emergency Meeting on Burma

United Nations Secretary-General Ban Ki-moon on Wednesday held an emergency meeting on Burma with a select group of countries at the UN headquarters in New York in an effort to tackle the humanitarian crisis unfolding in the Irrawaddy delta.
In particular, Ban directed attention toward the rescue and relief operations in Burma in the aftermath of Cyclone Nargis and the Burmese military junta’s refusal to allow foreign aid workers into affected areas.
Besides the 10 members of the Association of Southeast Asian Nations (Asean) and the five permanent members of the Security Council (the US, Britain, France, China and Russia), major donors such as Japan and South Korea attended the meeting, as did Burma’s neighbors India and Bangladesh. The Burmese ambassador to the UN, Kyaw Tint Swe, also addressed the group.
The meeting lasted more than 90 minutes and saw as many as 16 countries speaking on the proposals put forward by the secretary-general. Prominent proposals included a high-level meeting on Burma, better UN-Asean coordination and pressuring Asean to become more involved.
However, little progress was made in terms of consolidating emergency relief for the 1.5 million people stranded in devastated areas of the Irrawaddy delta. The group could not find a solution to the burning issue of effective distribution of relief material and the Burmese authorities opening up their borders to foreign aid workers.
As ambassador after ambassador came out of the meeting and spoke to the eagerly awaiting media outside the meeting hall at the UN headquarters, it became increasingly evident that sharp differences persisted among the member nations—primarily between the US, France and Britain, and Burma's immediate neighbors, including India and China—on how to proceed with the relief operations.
However, both camps insisted that this is a humanitarian crisis and should not be politicized.
"There were expressions of concern that this should not be the subject of politicization,” Ban said, adding: “This is purely, genuinely, a humanitarian crisis. I have assured the delegations that I'll try to lead this humanitarian work in a purely, genuinely humanitarian way."
The secretary-general also noted that he appreciated the "flexibility shown" by the Burmese government in last few days in receiving aid, but insisted that this is not enough.
Among proposals made by the secretary-general were designating a UN/Asean joint humanitarian coordinator, establishing a logistical hub outside Burma and holding a high-level pledging conference.
"We agreed that all the humanitarian assistance should be made now in a more systematic, organized and coherent manner, looking at more mid-term construction issues," he said.
Ban informed the media that he was considering sending Under-Secretary-General for Humanitarian Affairs John Holmes to Burma with a World Food Programme airplane carrying relief supplies.
The Asean foreign ministers are meeting on May 19. Ban is also likely to address a special meeting of the General Assembly on Friday.
Having high expectations from the coming meeting of the Asean foreign ministers in Singapore, Ban said: "I am sure the Asean foreign ministers' meeting will reflect on these specific proposals which I have put forward. Many delegations have expressed their support and on the merit of this issue, but this needs to be discussed with the Myanmarese [Burmese] government, as well as Asean countries."
However, earlier in the day the under-secretary-general of humanitarian affairs expressed his disappointment over the slow response of the Burmese military junta in receiving international aid workers and experts in handling the humanitarian crisis. Holmes said there is "huge frustration" at the UN.
Quoting Burmese officials, Holmes said the official death toll was now 38,491 with 27,838 missing. But the figures could turn out to be significantly higher, he feared. Current estimates pointed to between 1.6 million and 2.5 million people severely affected by the consequences of the cyclone, and there was more heavy rain forecasted, he said.
Holmes added that the UN is in touch with Burma's immediate neighbors and fellow Asean members to encourage them to use their contacts and influences on the junta.
The Burmese ambassador to the UN earlier had insisted that although this was a humanitarian disaster of huge proportions, politicization would further complicate the situation and make challenging situations even more difficult.
The British and US ambassadors, however, said the onus for this was purely on the Burmese regime as it was not doing enough.
"No one is politicizing this issue—certainly not us. But if that aid is held up then it is the Burmese government, which would make it a political issue—no one else," the British envoy, Sir John Sawers, said.
"We feel that there is a sense of real urgency. The overwhelming need, which every speaker endorsed, is getting in aid for the people of Burma, which is desperately needed," he said.
Sawers said he hoped the initiative taken by Ban could be respected and followed by countries of the region, and the international community as a whole, and that the distribution of aid would be managed professionally.
Stating that one of the big issues now is how to get the Burmese authorities to be more open to removing the conditions and restrictions on the supply of humanitarian aid, US Ambassador to the UN Zalmay Khalilzad said, "A clear message was sent by many speakers to the Myanmar authorities that they need to remove those conditions."
Khalilzad added: "We all emphasized that this is a humanitarian situation to which we are all responding and everyone wants to avoid politicizing it. But it will get politicized if the needed assistance is not allowed to arrive in a timely manner to save lives."
Myanmar junta warns against hoarding cyclone aid

YANGON, Myanmar - Myanmar's junta warned Thursday it will punish anyone found hoarding or trading foreign aid meant for cyclone survivors, but relief groups said they had seen no evidence of people selling or stockpiling donated goods.
The government's warning came as the official death toll from Cyclone Nargis was raised to 43,318, an increase of almost 5,000 from a day earlier, but still far below U.N. and Red Cross estimates. The number of people listed as missing remained at 27,838.
Myanmar's military, which has ruled for 46 years, has itself come under suspicion of diverting relief supplies. Its warning against hoarding alluded to the allegations, saying the regime is rushing all donated supplies to those in need.
Tons of food, water, blankets, mosquito nets, medicine and tents have been flown in to Myanmar from international donors, but delivery to the 1.5 million to 2 million affected by the May 3 storm has been slowed by bottlenecks, poor infrastructure and bureaucratic tangles.
New York-based Human Rights Watch said countries delivering aid to Myanmar should insist on monitoring the shipments to ensure all aid reaches the neediest and to prevent the military from diverting any supplies.
The group also said it had confirmed an Associated Press report this week that the junta took control of high-protein biscuits supplied by the international community and then distributed low-quality, locally produced substitutes to civilians.
Leaving the aid at Yangon's airport "under the control of the abusive and ill-equipped ... military will not necessarily help victims of the cyclone," Human Rights Watch said.
The government warning on hoarding obliquely referred to such concerns.
"The government has systematically accepted donations and has distributed the relief goods immediately and directly to the victims," said the warning, carried on state radio. "Effective legal action will be taken against those who hoard, sell or buy, use or misuse the international or local donations or relief goods or cash to the cyclone victims."
Private citizens who have tried to carry food and other aid to the Irrawaddy River delta, the low-lying coastal area ravaged by the cyclone, said they had been stopped and forced to hand over the supplies to the army, which is directing the relief operation.
The civilians, who asked not to be identified for fear of retribution by authorities, expressed worry their supplies would be pilfered by the army.
Elisabeth Byrs, spokeswoman for the U.N. Office for the Coordination of Humanitarian Affairs, said the United Nations had looked into whether people were misusing emergency supplies.
"Some aid workers visited all the major markets in Yangon to see whether they could find out anything by observations or interviewing people. They found no evidence of any sale of relief goods or hoarding or any credible report on this," she said.
The International Federation of Red Cross and Red Crescent Societies also said it had seen no evidence of hoarding.
"We haven't had any reports at all back from the delta or Yangon on that. Obviously we're aware of the media reports," Red Cross spokesman Matthew Cochrane said in Geneva.
The U.S. military, which has been allowed to fly in supplies to Yangon airport despite the prickly relations between the junta and Washington, said it is optimistic aid is getting through.
"It's impossible for us to completely verify that all the relief supplies are getting to the affected areas, but we are monitoring that through our contacts that are inside the country," Pentagon spokesman Bryan Whitman said, referring to U.N. and private aid groups. "And to the best of our ability, to date, we have not seen any U.S. assistance that has been diverted."
The junta announced Thursday that voters overwhelmingly endorsed a new constitution designed to perpetuate the military's power.
State radio said 92.4 percent of the votes approved the charter in last Saturday's referendum, which went ahead even though the country was reeling from the cyclone's devastation. The report said turnout was more than 99 percent.
Voting was postponed until May 24 in the Irrawaddy delta and Yangon because of storm damage, but the radio said results from those areas could not mathematically reverse the approval.
Human rights groups have dismissed the vote as a sham because few would have dared to reject the constitution backed by the military. The voting was also marred by widespread complaints of intimidation and rigging.
The junta says the constitution will lead to national elections in 2010. But the charter guarantees 25 percent of parliament seats to the military and allows the president to hand over all power to the military in a state of emergency.
"People are dying and they are talking about the referendum?" said Kyaw Muang, owner of a food shop in Yangon. "They (the generals) don't even care about dying people, you think they care about democracy for living people? I don't care about the referendum. It doesn't mean anything."

မုန္တိုင္းဒုကၡသည္မ်ားထံ အကူအညီမ်ား ေရာက္ရိွေရး ႏိုင္ငံတကာ ကယ္ဆယ္ေရးလုပ္သားမ်ား လိုအပ္ဟု ကုလသမဂၢေျပာNEJ/ ၁၅ ေမ ၂၀၀၈
ကယ္ဆယ္ေရး အေထာက္အပံ့ပစၥည္းမ်ား ျဖန္႔ျဖဴးေရးနွင့္ ထိေရာက္သည့္ အကူအညီမ်ား ေပးႏုိင္ရန္ ႏိုင္ငံတကာမွ ကယ္ဆယ္ေရး လုပ္သားမ်ားကို နာဂစ္ေလမုန္တိုင္း က်ေရာက္ရာ ေဒသမ်ားသုိ႔ ၀င္ခြင့္ေပးရန္ ျမန္မာစစ္အစိုုးရအား ကုလသမဂၢအေရးေပၚ ကယ္ဆယ္ေရးအဖြဲ႕ အႀကီးအကဲက တိုက္တြန္းလုိက္သည္။
မုန္တိုင္းသင့္ အခ်ဳိ႕ေဒသမ်ားတြင္ အကူအညီေပးေရးလုပ္ငန္း အနည္းငယ္မွ်ကို လုပ္ေဆာင္လာ ႏုိင္ေသာ္လည္း စစ္အစိုးရ၏ အကန္႔အသတ္မ်ားၾကားမွ လုပ္ေဆာင္ရသည့္ ကယ္ဆယ္ေရး လုပ္ငန္းမ်ားသည္ မည္သို႔မွ် ျပည့္ျပည့္၀၀ အကူအညီေပးႏိုင္မည္ မဟုတ္ေၾကာင္း ကုလသမဂၢ၏ လူသားခ်င္း စာနာမႈဆိုင္ရာ အကူအညီေပးေရး အႀကီးအကဲ ဂၽြန္ဟုမ္းစ္က ကုလသမဂၢ႐ုံးခ်ဳပ္တြင္ ျပဳလုပ္သည့္ ယမန္ေန႔ အစည္းအေ၀းတြင္ သတင္းေထာက္မ်ားကို ေျပာသည္။
ျပည္တြင္းရိွ လုပ္သားမ်ားႏွင့္ အစိုးရမဟုတ္သည့္ အဖြဲ႔အစည္း (အန္ဂ်ီအို) မ်ားက ဒုကၡသည္ မ်ားအား ကူညီလုပ္ေဆာင္ေပးေနၾကေသာ္လည္း စစ္အစုိးရက အကူအညီမ်ားကို အခ်ိန္ဆြဲ ထားမႈမွာ လြန္ကဲေနေၾကာင္း၊ ႏိုင္ငံတကာမွ ကၽြမ္းက်င္သူမ်ား၏ အကူအညီႏွင့္ ဦးေဆာင္မႈမ်ား လိုအပ္ေနေၾကာင္း ဂၽြန္ဟုမ္းစ္က ေျပာသည္။
မုန္တိုင္းေၾကာင့္ေသဆုံးသူဦးေရ (၃၈,၄၉၁) ဦးႏွင့္ ေပ်ာက္ဆုံးသူ (၂၇,၈၃၈) ရိွေၾကာင္း ျမန္မာ အာဏာပိုင္မ်ားက ေၾကညာထားေသာ္လည္း ကုလသမဂၢက မုန္တိုင္းဒဏ္ ဆိုးဆိုး၀ါး၀ါး ခံရ သူေပါင္း (၁.၆) သန္းမွ (၂.၅) သန္းအၾကား ရိွမည္ဟု ေလာေလာဆယ္ ခန္႔မွန္းထားၿပီး ေနာက္ ထပ္ မိုးသည္းထန္စြာ ရြာသြန္းမည္ဟုလည္း သတိေပး ေၾကညာထားသည္။
ကုလသမဂၢ ဧဂ်င္စီမ်ား၊ ကမၻာ့ၾကက္ေျခနီ၊ အစိုးရမဟုတ္သည့္ အဖြဲ႕အစည္းမ်ားနွင့္ ႏိုင္ငံအခ်ဳိ႕မွ လႉဒါန္းသည့္ အစားအစာ၊ ေရ၊ ေဆး၀ါးအေထာက္အကူႏွင့္ ေနရာထိုင္ခင္းအတြက္ ပစၥည္းမ်ား ျမန္မာႏို္င္ငံသို႔ အေရအတြက္ ေျမာက္ျမားစြာ ေရာက္ရိွေနေသာ္လည္း ထိုကယ္ဆယ္ေရး အေထာက္အပံ့မ်ား မုန္တုိင္းသင့္ ေဒသမ်ားႏွင့္ ဒုကၡသည္မ်ားထံ မည္မွ် ေရာက္ရိွေနသလဲဆိုသည့္အခ်က္မွာ အဓိက ေမးခြန္းထုတ္စရာ ျဖစ္သည္ဟုလည္း ဂၽြန္ဟုမ္းစ္က ေထာက္ျပသည္။
ကမၻာ့စားနပ္ရိကၡာ အစီအစဥ္မွ တန္ (၇၀၀) ရိွသည့္ လူ(၁) သိန္း စားသုံးႏိုင္သည့္ ဆန္၊ အာဟာရ ျပည့္ဘီစကြတ္မ်ားႏွင့္ပဲ စသည့္စားနပ္ရိကၡာမ်ားကို ေလမုန္တိုင္းဒုကၡသည္မ်ားအတြက္ ျမန္မာ ႏိုင္ငံသို႔ ေပးပို႔ေပးထားၿပီးျဖစ္သည္။
ျမန္မာစစ္အစုိးရက ယခုအခ်ိန္အထိ သာမန္အရပ္သားမ်ား အပါအ၀င္ စစ္ဘက္ဆိုင္ရာ ၀န္ထမ္း မ်ား၊ ရဟတ္ယာဥ္ႏွင့္ အင္ဂ်င္နီယာအဖြဲ႕ စသည္တို႔၏ အကူအညီ ကမ္းလွမ္းမႈ မွန္သမွ်ကို လက္မခံေသးသည္မွာ စိတ္မေကာင္းစရာျဖစ္ေၾကာင္း၊ မုန္တိုင္းက်ေရာက္ခဲ့သည့္ေဒသမ်ားသို႔ ကယ္ဆယ္ေရးပစၥည္းမ်ား ျဖန္႔ျဖဴးရာတြင္ ေထာက္ပံ့ပို႔ေဆာင္ေရးသည္ အဓိက အေရးႀကီးေၾကာင္း ဂၽြန္ဟုမ္းစ္က ေျပာၾကားသည္။ ။
အႏုပညာသည္မ်ား ကူညီေထာက္ပံ့မႈ အရွိန္အဟုန္ေကာင္း၊ အခ်ိဳ႕ေနရာတြင္ ေႏွာင့္ယွက္ခံရNEJ/ ၁၅ ေမ ၂၀၀၈
ေလေဘးဒုကၡသည္မ်ားကုိ ကူညီေထာက္ပံ့ေနၾကသည့္ စာေပ၊ ႐ုပ္ရွင္ အႏုပညာသည္မ်ား၏ ေဆာင္ရြက္မႈမ်ား အရွိန္အဟုန္ ေကာင္းလာသကဲ့သုိ႔ ေႏွာင့္ယွက္ခံရမႈမ်ားလည္း ရွိေၾကာင္း သိရသည္။
မုန္တုိင္းဒဏ္ ဆုိးဆုိး၀ါး၀ါး ခံလုိက္ရသည့္ ၿမိဳ႕မ်ားတြင္ ကူညီေထာက္ပံ့ႏုိင္ရန္အတြက္ လူခြဲ ျဖန္႔ၿပီး လုပ္ေဆာင္မႈမ်ားေၾကာင့္ ပုိမုိထိေရာက္စြာ လုပ္ေဆာင္ႏုိင္ျခင္းျဖစ္ေၾကာင္း ထင္ရွားသည့္ အႏုပညာရွင္ ကုိဇာဂနာက ေျပာသည္။
၎က “ၿမိဳ႕တုိင္း ေတာ္ေတာ္မ်ားမ်ားကုိ က်ေနာ္တုိ႔ အခု ေရာက္ကုန္ပါၿပီ။ အခု ပန္းတေနာ္မွာ ဆုိရင္ ကုိဧရာတုိ႔အဖြဲ႕၊ လပြတၱာမွာဆုိရင္ ကိုေ၀ဠဳေက်ာ္တုိ႔အဖြဲ႕ရွိတယ္။ ကုိငွက္ေပ်ာေက်ာ္တုိ႔က မအူပင္နဲ႔ ကြမ္းၿခံကုန္းကုိ တာ၀န္ယူထားပါတယ္။ ဒီကေန ကုိယ့္လူနဲ႔ကုိယ္ က်ေနာ္တုိ႔ဆီက အဖြဲ႕ထဲက ႐ုပ္ရွင္သ႐ုပ္ေဆာင္ေတြေရာ၊ တျခားျပည္သူေတြေရာ၊ တျခား စိတ္ပါ၀င္စားတဲ့ လူငယ္ေတြေရာ စုၿပီးေတာ့ အထုိင္သြားေနတယ္။ က်ေနာ္တုိ႔က ရန္ကုန္ကေနၿပီး သူတုိ႔ဆီက အေၾကာင္းၾကားတာနဲ႔ ကားနဲ႔မနက္ကုိ ပုံမွန္ပုိ႔ပါတယ္” ဟု ေျပာသည္။ အႏုပညာသည္မ်ား၏ ကူညီေထာက္ပံ့မႈမ်ားကုိ ဒုကၡသည္မ်ား တုံ႔ျပန္မႈႏွင့္ ပတ္သက္ၿပီး ကုိဇာဂ နာက “မေန႔က က်ေနာ္တုိ႔အဖြဲ႕ ကြမ္းၿခံကုန္းကုိ ဆင္းၿပီးေပးတဲ့ အခ်ိန္မွာ ျပည္သူေတြ အကုန္ လုံးက ေန႔တုိင္းလာၾကပါ သားတုိ႔ရယ္၊ အေမတုိ႔ကုိ ပစ္မထားပါနဲ႔ဆုိၿပီး ငုိယုိၿပီးေတာ့ကုိ ကယ္တင္ရွင္ေတြလာသလုိေပါ့ဗ်ာ၊ အဲလုိမ်ိဳးႀကီးကုိ ျဖစ္ေနတာ” ဟု ေျပာသည္။
ၿပီးခဲ့သည့္ ေမ (၁၃) ရက္က ေထာက္ပံ့ေရးပစၥည္းမ်ား သယ္ေဆာင္လာသည့္ ႐ုပ္ရွင္မင္းသား ေက်ာ္သူႏွင့္အဖြဲ႕အား သံလ်င္မွ ေက်ာက္တန္းအသြား လမ္းခုလတ္တြင္ ႀကံ့ဖြံ႕ အဖြဲ႕၀င္မ်ားက ေႏွာင့္ယွက္မႈမ်ား ရွိခဲ့ေၾကာင္း သိရသည္။
ေက်ာ္သူက “တညင္၊ ပါဒႀကီးအေက်ာ္မွာေပါ့ေလ၊ အေယာက္ (၂၀) ေလာက္ရွိတယ္၊ ကားကုိ ၀င္၀ုိင္းတာေပါ့ေလ၊ ထိခုိက္ဒဏ္ရာရမႈထိေတာ့မရွိဘူး၊ က်ေနာ္တုိ႔လည္း ေမာင္းေျပးတဲ့ အပုိင္း ျဖစ္တာေပါ့၊ က်ေနာ္ေျပာလည္း ေျပာထားၿပီးပါၿပီ၊ က်ေနာ့္ကုိသာ ဆြဲစိပါေတာ့လုိ႔” ဟု ေျပာသည္။
ယင္းျဖစ္ရပ္အေပၚ ကုိဇာဂနာက “အျဖစ္မွန္က ဒီလုိဗ်။ ေႏွာင့္ယွက္တယ္ဆုိတာထက္ သူတုိ႔က ေတာင္းတာဗ်။ ေတာင္းတဲ့ခါက်ေတာ့ က်ေနာ့္သူငယ္ခ်င္း ကုိကုိေမာင္ (ေက်ာ္သူ) က မေပး ခ်င္ဘူး။ မေပးခ်င္ေတာ့ သူတုိ႔က လုမယ္၊ ယက္မယ္အဆင့္ျဖစ္သြားတာေပါ့။ အမွန္တုိင္း ေျပာရမယ္ဆုိရင္ေတာ့ အဲဒီႀကံ့ဖြံ႕ေတြကလည္း ေလေဘးဒဏ္ ခံေနရတဲ့ ႀကံ့ဖြံ႔ေတြပါပဲ” ဟု ေျပာသည္။ ယခု ကူညီေထာက္ပံ့ေပးေနေသာ အႏုပညာရွင္မ်ားႏွင့္ စစ္အစုိးရ ဖြဲ႕စည္းေပးထားေသာ ႐ုပ္ရွင္ အစည္းအ႐ုံးမွ ေလေဘးကူညီေရး အစီစဥ္မ်ားႏွင့္ မပတ္သက္ေၾကာင္း သိရသည္။ ။
ခိုကိုးရာမဲ့ေလေဘးဒုကၡသည္မ်ား ႏွင္ထုတ္ခံေနရပီတာေအာင္/ ၁၅ ေမ ၂၀၀၈
ရန္ကုန္တိုင္း၊ ၿမိဳ႕နယ္အခ်ိဳ႕ရွိ စာသင္ေက်ာင္းမ်ားတြင္ ေခတၱ ခိုေအာင္းေနၾကသည့္ ေလေဘး ဒုကၡသည္မ်ားကို အာဏာပိုင္မ်ားက ႏွင္ထုတ္ေနေၾကာင္း ဒုကၡသည္မ်ားက ေျပာသည္။
ေဒါပံုၿမိဳ႕နယ္၊ ဗိုလ္ထြန္းဇံ ရပ္ကြက္ရွိ အ.မ.က (၁၂) ၌ ခိုေအာင္းေနေသာ ေလေဘးဒုကၡသည္ (၆၀၀) ေက်ာ္ကို ၿပီးခဲ့သည့္ တနလၤာေန႔က ရပ္ကြက္အာဏာပိုင္မ်ားက ႏွင္ထုတ္ခဲ့သည္။ ထို႔အျပင္ ေနအိမ္မ်ား ၿပိဳပ်က္သြားကာ ေနစရာ လံုး၀မရိွသျဖင့္ ဗိုလ္ထြန္းဇံရပ္ကြက္ ဗိုလ္ျမတ္ ထြန္းလမ္းထိပ္ရွိ အစိုးရပိုင္ ဆန္ဂိုေဒါင္၌ ခိုေအာင္းေနရသည့္ ဒုကၡသည္ (၅၂) ဦးတို႔မွာလည္း ႏွင္ထုတ္ခံခဲ့ရသည္ဟု ဒုကၡသည္ အမ်ိဳးသမီးတဦးက ေျပာသည္။
၎က “ရယက ဥကၠ႒က သမီးတို႔ကို ေမာင္းထုတ္တယ္။ နင္တို႔ ထြက္ၾကတဲ့၊ မထြက္လုိ႔ရွိရင္ စစ္တပ္နဲ႔ေခၚၿပီး ငါတို႔ ေမာင္းထုတ္မယ္လို႔ ေျပာတယ္။ ေမာင္းထုတ္လိုက္ၿပီဆိုေတာ့ သမီးတို႔ လမ္းမမွာပဲ ေနရေတာ့မွာေပါ့။ အခု ေမာင္းထုတ္ေနတယ္။ အကုန္လံုး ကိုယ္စီကိုယ္စီ ဆင္းေနရၿပီ၊ ထြက္ေနရၿပီ။ မိုးရြာရြာ ေနပူပူ သမီးတို႔ဘ၀ အဲလိုပဲ ေနရေတာ့မွာေပါ့” ဟု ေျပာသည္။
အဆိုပါဒုကၡသည္ (၅၂) ဦးအနက္ လူႀကီး (၂) ဦးႏွင့္ ကေလး (၁) ဦးတို႔ ၀မ္းေရာဂါျဖစ္ေနၿပီး ဒုကၡသည္မ်ားသည္ အစားအစာအတြက္ အခက္အခဲျဖစ္ေနၾကသည္။
“အစားအေသာက္အတြက္ ထမင္းထုပ္ေပးတယ္။ ေပးတာလည္း ထမင္းထုပ္က ပဲျပဳတ္နဲ႔ဆိုေတာ့ ပဲျပဳတ္ေတြက ခ်ဥ္ၿပီးနံေနတယ္။ ထမင္းထုပ္ကိုေတာင္ ေန႔တိုင္းမေႂကြးဘူး။ အလႉရွင္ရွိမွ လာေႂကြးတယ္။ ႏိုင္ငံတကာက အလႉရွင္ေတြ လာတယ္လို႔သာ ေျပာတယ္။ သမီးတို႔ဆီကို ႏိုင္ငံတကာက ပစၥည္းေတြ ဘာပစၥည္းမွ မရဘူး။ အခု စက္မႈ (၁) ကထုတ္တဲ့ ဘီစကြတ္မုန္႔ေတြ ေ၀ေပးတယ္။ ေခါက္ဆြဲေျခာက္ေတြ ေ၀ေပးတယ္။ ဒုကၡသည္ေတြကို တအိမ္ေထာင္ အာလူး (၃) လံုး၊ ၾကက္သြန္ (၅) လံုးနဲ႔ ဆန္ (၂) ဘူး ေ၀တယ္” ဟု အဆိုပါ ဒုကၡသည္က ေျပာသည္။
အလားတူ ေတာင္ဒဂံုႏွင့္ ေရႊေပါကၠံၿမိဳ႕နယ္တို႔ရွိ စာသင္ေက်ာင္းမ်ား၌ ခိုေအာင္းေနသည့္ ဒုကၡ သည္မ်ားကိုလည္း အာဏာပိုင္မ်ားက ႏွင္ထုတ္ေနေၾကာင္း ေဒသခံမ်ားက ေျပာသည္။
ေတာင္ဒဂံု၌ ေနထိုင္သူတဦးက “ေတာင္ဒဂံုမွာလည္း အဲလိုမ်ဳိး ၫႊန္ၾကားထားတာရွိတယ္။ ဒဂံု ေတာင္ၿမိဳ႕နယ္ ပညာေရးမႉး ဦးသန္းေဌးက ေက်ာင္းေတြမွာရွိတဲ့ ဒုကၡသည္ေတြကို (၁) ရက္၊ (၂) ရက္အတြင္းမွာ အၿပီးဖယ္ေပးပါလို႔ ေျပာတယ္။ အဲဒီၫႊန္ၾကားမႈကို မနာခံဘူးဆိုရင္ မနာ ခံတဲ့လူကို တာ၀န္အရ အေရးယူမယ္လို႔ ေျပာတယ္” ဟု ေျပာသည္။
မုန္တိုင္းေၾကာင့္ ပ်က္စီးသြားသည့္ ေတာင္ဒဂံုရွိ စာသင္ေက်ာင္းမွ အပ်က္အစီးမ်ားကို ျပဳျပင္ရန္ အတြက္ ေက်ာင္းသားမိဘမ်ားအား တာ၀န္ယူခိုင္းေၾကာင္းႏွင့္ ဒုကၡသည္မ်ားအတြက္ ကုလ သမဂၢမွ လႉဒါန္းသည့္ ပစၥည္းထုပ္မ်ားအား ဖြင့္ၾကည့္ရာတြင္ စက္မႈ (၁) ထုတ္ ၀င္းသူဇာပုဆိုးမ်ား ျဖစ္ေနသည္ကို ေတြ႕ရေၾကာင္း ေဒသခံမ်ားက ေျပာသည္။
နအဖ စစ္အစိုးရကမူ ဒုကၡသည္မ်ားအတြက္ ရြက္ဖ်င္တဲမ်ား ေဆာက္လုပ္ကာ အကူအညီေပး ထားပံုႏွင့္ ႏိုင္ငံတကာ အကူအညီမ်ား ျဖန္႔ျဖဴးေပးေနပံုတို႔ကို ၎တို႔ပိုင္ သတင္းစာႏွင့္ ႐ုပ္ျမင္ သံၾကားတို႔မွ ထုတ္လႊင့္ျပသလ်က္ရွိသည္။ ။
ဆႏၵခံယူပြဲမၿပီးဆံုးေသးခင္ မဲရလဒ္ စစ္အစိုးရေၾကညာNEJ / ၁၅ ေမ ၂၀၀၈
ဖြဲ႕စည္းပံုအေျခခံဥပေဒမူၾကမ္းကို ဆႏၵမဲေပးသူမ်ားက တခဲနက္အတည္ျပဳၾကသည္ဟု ျပည္လံုး ကၽြတ္ ဆႏၵခံယူပြဲ က်င္းပေရးေကာ္မရွင္၏ ျမန္မာ့အသံမွ ေၾကညာခ်က္ကို ကိုးကား၍ ေအဂ်င္ စီသတင္းမ်ားတြင္ ေဖာ္ျပသည္။
ၿပီးခဲ့သည့္ ေမလ (၁၀) ရက္က က်င္းပခဲ့သည့္ အေျခခံဥပေဒမူၾကမ္း ျပည္လံုးကၽြတ္ဆႏၵခံယူပြဲ၌ ဆႏၵမဲေပးသူ (၂၀,၇၈၆,၅၉၆ ) သို႔မဟုတ္ (၉၂. ၄) ရာခိုင္ႏႈန္းက ေထာက္ခံမဲေပးခဲ့ၿပီး (၁,၃၇၅,၄၈၀) က ကန္႔ကြက္မဲေပးကာ ပယ္မဲ (၃၃၄, ၅၈၄) ရွိသည္ဟု ေကာ္မရွင္က ေၾကညာ သည္။
ျမန္မာတႏိုင္ငံလံုးရွိ ၿမိဳ႕နယ္ (၃၂၅) ၿမိဳ႕နယ္တြင္ ဆႏၵမဲေပးပိုင္ခြင့္ရွိသူ စုစုေပါင္း (၂၂,၇၀၈,၄၃၄) ဦးရွိသည့္ အနက္ (၂၇၈) ၿမိဳ႕နယ္မွ (၂၂,၄၉၆,၆၆၀) ဦး သို႔မဟုတ္ (၉၉.၀၇) ရာခိုင္ႏႈန္းက ေမ (၁၀) ရက္က ဆႏၵမဲ ေပးခဲ့ၾကၿပီးျဖစ္သည္ဟု သတင္းတြင္ ပါရွိသည္။
ေလေဘးဒဏ္ခံရသည့္ ရန္ကုန္ႏွင့္ ဧရာ၀တီတိုင္းရွိ ၿမိဳ႕နယ္ (၄၇) ၿမိဳ႕နယ္တို႔၌ လာမည့္ (၂၄) ရက္၌ ဆႏၵခံယူပြဲ က်င္းပရန္ က်န္ရွိေနေသးသည္။
တႏိုင္ငံလံုး၌ ဆႏၵခံယူပြဲ မၿပီးစီးေသးဘဲ ယခုကဲ့သုိ႔ မဲရလဒ္ ေၾကညာျခင္းသည္ တရားမွ်တမႈ မရွိေၾကာင္း အမ်ဳိးသားဒီမိုကေရစီအဖြဲ႕ခ်ဳပ္ ေျပာေရးဆိုခြင့္ရွိသူ ဦးဉာဏ္၀င္းက ေျပာၾကားသည္။
၎က “သူတုိ႔ကေတာ့ အတင္းေရာ အဓမၼေရာ ဇြတ္လုပ္ေနတာပါပဲ။ ဆႏၵခံယူပြဲ စလုပ္ကတည္း က မဲ႐ံုကအစ ဘယ္ဟာမွ သူတို႔ ထုတ္ျပန္ထားတဲ့ တရားဥပေဒနဲ႔ မညီပဲ လုပ္သြားတယ္။ လက္ ေတြ႕မွာလည္း အန္ကယ္လ္တို႔ရတဲ့ သတင္းေတြအရ လံုး၀ တရားမွ်တမႈ မရွိဘူး။ အတင္းအဓမၼ ေထာက္ခံမဲရေအာင္ လုပ္သြားတယ္၊ အဲဒါေၾကာင့္ ဒီဟာနဲ႔ ပတ္သက္ရင္ တရားဥပေဒအရ အတည္မျဖစ္ဘူးလို႔ ေျပာခ်င္တယ္” ဟု ေျပာသည္။
ျမန္မာႏုိင္ငံေရွ႕ေနမ်ားေကာင္စီ (ဘီအယ္လ္စီ) ကလည္း ျပည္လံုး ကၽြတ္ဆႏၵခံယူပြဲ ဥပေဒ ၁/၂၀၀၈ အခန္း (၉) အပုဒ္ (၂၃) ပါ ဆႏၵခံယူပြဲ ၿပီးစီးသည့္အခါ မဲစာရင္းမ်ားကို တေပါင္းတည္း စာရင္းခ်ဳပ္၍ ေၾကညာရမည္ဆိုသည့္ ျပ႒ာန္းထားခ်က္ကို ေကာ္မရွင္က ခ်ဳိးေဖာက္လိုက္ျခင္းျဖစ္သည္ဟု ေျပာၾကားသည္။
ဘီအယ္လ္စီမွ ဥပေဒေရးရာ သံုးသပ္ေရးအဖြဲ႕တာ၀န္ခံ ဦးမ်ဳိးက “ဒီလိုေၾကညာတာ လံုး၀တရား မ၀င္ပါဘူး။ ဆႏၵခံယူပြဲဆိုတာ ဆႏၵခံယူပြဲၿပီးမွ မဲစာရင္းကို အတိအက် ေၾကညာရပါတယ္။ တခု လံုးရဲ႕စာရင္းကို ေၾကညာရပါတယ္။ ခု (၄၇) ၿမိဳ႕နယ္ က်န္ေသးတယ္ခင္ဗ်။ (၄၇) ၿမိဳ႕နယ္မွာ ဘာမွ မဲေပးပြဲ မလုပ္ရေသးဘူး။ ဘာမွ အဆင္သင့္မျဖစ္တဲ့အေပၚ မူတည္ၿပီးေတာ့ တိုင္းျပည္ရဲ႕ အေျခအေနအရ သူတို႔ ေၾကာက္အား ေၾကာက္ကန္နဲ႔ ေၾကညာတယ္လုိ႔ သေဘာရပါတယ္” ဟု ေျပာသည္။
ေမလ (၁၀) ရက္ ျပည္လံုးကၽြတ္ ဆႏၵခံယူပြဲသည္ မတရားမႈ၊ မသမာမႈ၊ ဖိႏွိပ္ခ်ဳပ္ခ်ယ္မႈမ်ားျဖင့္ ျပဳလုပ္ခဲ့သည့္ ဆႏၵခံယူပဲြျဖစ္၍ ထိုဆႏၵခံယူပြဲရလဒ္ကို ကုလသမဂၢႏွင့္ ႏိုင္ငံတကာက လံုး၀ အသိအမွတ္ မျပဳရန္ႏွင့္ ျပည္လံုးကၽြတ္ ဆႏၵခံယူပဲြေကာ္မရွင္ကို ဖ်က္သိမ္းရန္လည္း ဘီအယ္လ္ စီက ေတာင္းဆိုသည္။
အေျခခံဥပေဒမူၾကမ္းတြင္ ဆႏၵမဲေပးပိုင္ခြင့္ရွိသူ (၅၀) ရာခိုင္ႏႈန္းေက်ာ္၏ ေထာက္ခံမႈရပါက အေျခခံဥပေဒမူၾကမ္းကို အတည္ျပဳႏိုင္သည္ဟု ျပ႒ာန္းထားသည္။ ။
